Classic ASP developer:

They will need to know how to work with Oracle, since the database is Oracle
Need them onsite since that is where our development Oracle database is set up
Need to have PLSQL Developer experience.
Even though the changes are simple, I will probably want a pretty high end developer so you dont have problems getting the dev environment set up and working. Someone who is low to mid level may have problems.
