Job Summary This position leads and directs managers and senior technical staff within an IT area which provides research, systems analysis, design and application development and/or integration of CNA systems. This position has an understanding of technical systems from an end-to-end perspective, automated solutions to business problems, and/or maintenance of centrally developed systems. This position will focus on the management of business applications development and/or developing alternative solutions. Essential Duties & Responsibilities 1. Directs, plans and controls all activities and staff of an applications programming area and has full management responsibility for the performance and development of subordinate staff in accordance with corporate strategic direction. May include matrix reporting relationships. 2. May lead or coach others to lead projects or programs. 3. Directs the integration of vendor applications and/or consulting resources into existing applications and/or resources. 4. Works closely with client department?s management to identify system requirements, assess impact to other systems, compare costs and benefits and recommend solutions for the highest risk programs. 5. Directs all phases of the system development and implementation process including analysis, design, development and/or integration, testing, and on-going maintenance of application programs. 6. Provides direction on defined operational metrics and future organizational initiatives. Analyzes and prepares activity and progress reports regarding the actual versus planned metrics, team utilization, delivery and quality commitments and budget of the applications development area. 7. Participates in the identification and selection of information technologies, vendors and/or consulting resources which assist the functional business units in meeting their strategic objectives. Includes managing vendor relationships, participating in contract negotiations, and ensuring adherence to requirements. May include off-shore or remote consulting services. 8. Prepares and manages an annual budget for areas of responsibility. May perform additional duties as assigned. Reporting Relationship Typically AVP or above Education & Experience 1. Bachelor's Degree with Master's preferred in Computer Science, or related discipline, or equivalent. 2. Typically a minimum of ten years experience in application program development with previous supervisory / management experience including preparing and managing significant operating budget. 3. Applicable certifications preferred.
