Summary

Provide expert consultative, support to the Information Security functional Team
Leaders and acts as an advisor to the Information Security Officer. Provides
analytical support and recommendations in the areas of security architecture
design; business and technical risk vulnerability assessments; Information
Security industry trends and best practices. Applies security design and
analysis experience, supported by a proven record of successes, in areas
including but not limited to the following: Internet Banking & E-Commerce
security; payment systems security architectures; Electronic Data Interchange;
Electronic Funds Transfer; Secure Web transactions; Directory Services; Digital
Signatures; PKI; Cryptography; Kerberos and other strong authentication
methods. May serve as back-up to Information Security Officer and/or Team
Leader. May provide input in the performance management process of staff.
May provide work direction and assignments as well as training to more junior
staff. The level of work required is considered advanced and staff must be able
to work under minimal supervision. This job does have direct reports.

Job Duties - Essential Job Duties
. Primary responsibility is to assist the Information Security Officer in providing for the safekeeping and integrity of FRBC information assets by maintaining systems and controls that prevent unauthorized access, modification, disclosure, and/or deletion of information from computer networks and resources

. Advises district leadership on trends in technical, legal and regulatory areas that may potentially impact information security and computer crime laws

. Provides security engineering support to primary key customers and National Business lines
. Serves as a security analyst, architect and advisor on Federal Reserve System initiatives to evaluate current and new technology solutions for program compliance by effectively testing solutions using industry standard evaluation criteria, which includes the delivery of formal papers and technical reports on test results, findings and recommendations

. While not directly responsible for people acts as an effective leader and contributes to teamwork within area of responsibility and across the Technology Group. This includes: setting a personal example of leadership and teamwork and acting in a manner that demonstrates the Banks vision, values, and desired culture, demonstrating respect for everyone; fostering an environment which provides an opportunity for everyone to grow and excel; build and sustain productive relationships; addresses conflict respectively and constructively; and work in partnership with others within workgroups and across TG; coach and mentor others within TG, including but not limited to peer coaching & mentoring; Coach & mentor staff members.

. Participates in Bank wide and System-level initiatives as a representative of the Seventh District

Interfaces directly with business line technical experts, TG technology advisors and Customer Relationship Managers to provide guidance on policy and IS proposed solutions

. Consults with business units regarding their changing business and technical plans to ensure that information security issues are addressed early in the project life cycle

. Oversees projects for successful implementation

. Participates in work groups in the development of Bank and /or System policies and procedures

. Acts as a district liaison between the FRS National Security competency centers and become an integral, contributing member to the National Security Architecture effort and the National Incident Response Program

. Performs other duties as assigned


Experience: Job Requirements
. Bachelor's degree in Computer Science or related field, Advanced Degree preferred

. 7 to 10 plus years of Information Technology Security experience, business analysis, systems engineering, security architecture design and development

. CISSP certification required, CISSA, SANS certification beneficial

. Proven and demonstrated accomplishments in the Information Security field and member of various Information Security Organizations (i.e., ISSA, SANS, ISC2, ESF, etc.,)

. Background in financial services industry, familiarity with electronic financial/payment networks (SWIFT, ACHN, CHIPs, etc,) and emerging payment systems (DOD, government security clearance is a plus)

. Experience developing and testing a large scale directory services and role based access control solution as well as a proven record of design influence on a scalable LDAP or PKI implementation

. Experience with Networking Security, UNIX, HTML, CGI, SSL and XML; practical experience with firewalls; perimeter protection, virtual private networks (VPN); intrusion detection; advanced incident handling and forensics best practices

. Working knowledge of graphic applications used for flow-charting and infrastructure depiction such as Visio and demonstrated ability to produce high quality documentation

. Understanding of widely accepted encryption standards such as RSA, DES, X.509, etc.

. Excellent project management skills, including the ability to plan, organize and prioritize multiple projects to ensure target dates and goals are achieved
. Outstanding presentation skills, credibility as a technical resource, hands on experience in integrating e-commerce applications and solutions

. Excellent verbal and written communication skills

. Demonstrates independent thinking and decision-making abilities

. Possesses and applies both specific and broad knowledge of principles, practices, and procedures of the field of specialization to the completion of assignments
