The U.S. Department of Labor Office of Foreign Labor Certification (OFLC) in the Employment and Training Administration carries out the Secretary of Labor’s responsibilities under immigration law with respect to the admission of foreign workers on a permanent or temporary basis. Each year OFLC processes hundreds of thousands of applications from employers seeking to hire permanent, temporary and specialized workers from abroad. OFLC operates two national processing centers (NPCs) – one in Chicago, Illinois, the other in Atlanta, Georgia. The Chicago NPC processes temporary foreign labor certification applications and, as needed, assists the Atlanta NPC in the processing of applications for the permanent labor certification program.
OFLC currently has both Federal and contractor staff on board at each center, but requires additional, specialized assistance with certain labor certification applications. OFLC is seeking contract assistance in its Chicago NPC to review and process Labor Condition Applications (LCAs) filed by employers seeking to hire highly skilled foreign workers under the H-1B/H-1B1 employment-based visa program. Analysts would also assist, as needed, with the review and processing of permanent applications where more than 75 percent of the foreign workers for permanent employment already work in the U.S. on a H-1B/H-1B1 visa. Additional staff will be needed to support customer inquiries/calls and provide database/technology support to generate daily/weekly management reports and assist the on-site Federal Information Technology staff.

Functional Description:
Primary Function:
Duties include, but are not limited to, providing system and management analysis for Foreign Labor Certification (FLC) programs and providing information that will be used for making decisions on the administrative and programmatic aspects of these programs, and assisting the federal system specialist in maintenance and problem solving of information technology systems.
The Database/IT Systems Analyst will be responsible for:

Analyzing program requirements to develop program or administrative systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
Analyzing and evaluating the effectiveness of FLC program operations in meeting established goals and objectives.
Developing ad-hoc queries to access FLC program data, extract and prepare data in a variety of electronic formats for end users, and respond effectively to requests for case, trend, or other program information from FLC management staff.
Use object-oriented programming languages, as well as client and server applications development processes and multimedia and Internet technology, to automate staff functions designed to improve work flow.
Test, maintain, and monitor FLC program applications and other related systems.
Train staff and users to work with FLC program applications and other related systems, and, where necessary, provide assistance in solving computer related problems and issues.

Ensure that the database / IT Systems Analyst has a minimum of a four-year degree from an accredited college in an IT-related field and or university and possesses at least 3 years of experience working with object-oriented computer programming languages and relational databases in Oracle or Microsoft SQL.
