Job Summary
Estimation Center of Excellence (COE)


Individual contributor provides a high level of leadership and expertise in systems analysis and design, application development and/or integration, and testing of complex systems applications to support business needs. Provides guidance to others informally and formally leads teams on a project and/or program. The focus of this position will be leading, architecting, designing, developing or integrating business applications.
Essential Duties & Responsibilities

1. Evaluates complex client area requirements and processes and designs or prepares application system specifications and develops, tests and implements efficient and cost effective application solutions. Includes issue resolution and on-going system maintenance.
2. May lead the integration of vendor applications and consulting resources with existing applications and resources. May hold the development lead or sub lead role on a project and/or program.
3. Acts as technical consultant to programming staff and/or business unit to mentor staff in all phases of the program development, testing and implementation process. Participates in instructing, directing, and checking the design or applications work of others.
4. Coordinates the activities of the section with the client area and other IT areas (e.g., infrastructure, testing, and solutions).
5. Researches and evaluates new, alternative solutions, and/or architecture and recommends the most efficient and cost effective solution for the systems design including estimating costs as necessary.
6. Acts as liaison between clients, vendors, consulting resources, and applications area. Assists with relationship management, contract negotiations, and ensuring adherence to requirements.
7. May participate in developing recommendations for architecture direction and applications portfolio.
8. Responsible for the day-to-day estimating work flow to ensure that estimating effort is focused on those programs/projects with the most impact to CNA budgeting and forecasting.
9. Responsible for Building Maintaining and Tracking compliance with CNA’s estimating process.
10. Responsible for running and maintaining the SLIM Tool and ICE Sizing Calculators.
11. Responsible for building and maintaining the estimating database, gathers data and reports on estimating progress in aggregate. Stays current with estimating trends and methodologies, recommends improvements to estimating practice.
12. Responsible for Coaching and mentoring of internal CNA Resources on Estimating best practices and procedures.
13. Responsible to build out future estimating state at CNA, creating the estimation lifecycle, policy and standards.
14. Broad range of development experiences in Leadership roles of multiple projects cross various technologies and sizes from BNR through Program.
15. Solid understanding of estimating methods and best practices
16. Desire and Ability to mentor and coach teams through the estimating process
17. Knowledge of CNA Business Framework and SDLC methodologies employed at CNA (i.e., waterfall, iterative)
18. Desire and ability to consult on multiple projects and programs, and function as part of a COE
19. Broad technology knowledge.
20. Ability to translate estimating learning's and actuals into patterns and trends at CNA.
21. Ability to review and validate estimates for accuracy.
22. Knowledge of SLIM software or another industry standard Estimation tool (Can be Built)

May perform additional duties as assigned.
Reporting Relationship

Typically Director or above
Education & Experience

1. Bachelor's degree in Computer Science, or related discipline, or equivalent work experience.
2. Typically a minimum of seven years of systems analysis and application program development experience.
3. Some previous project leadership experience.
4. Applicable certifications preferred.

Experience: 1. Responsible for Building Maintaining and Tracking compliance with CNA’s estimating process.
2. Responsible for running and maintaining the SLIM Tool and ICE Sizing Calculators.
