Formulates and defines system scope and objectives. Responsible for the development and maintenance of complete applications from design through implementation. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Prepares detailed specifications from which programs will be written. Designs, codes, tests, debugs, and documents those programs. Competent to work at the highest technical level of all phases of applications systems analysis and programming activities. May be responsible for completion of a phase of a project. Regularly provides guidance and training to less experienced analyst/programmers. May provide work direction and assignment as well as training to other staff. The level of work required is considered advanced and staff must be able to work under minimal supervision. This job does not have any direct reports.
Job Description:
- Designs, develops and implements new applications, participating in all aspects of project planning
- Works independently all levels of systems, with a high degree of technical competence
- Implements and performs major customization to purchased packages
- Evaluates designs and implements major modifications to existing applications to accommodate changes in user requirements of hardware/software infrastructure. Refines application components for performance enhancement
- Keeps informed of current industry practices in applications development to maintain and improve proficiency and expertise
- Prepares all application development methodology deliverables and memos, status reports, specifications, and letters relevant to projects assigned
Ensures that the quality of software developed, maintained and enhanced in-house and installed into production is high enough to prevent the occurrence of catastrophic defects that cause the customer significant problems, missed deadlines, or interruption to the production environment - Ensures that the standard software tool kit is used whenever possible and that software results in improved efficiency, usability and minimizes on-going maintenance
- Maintains information security compliance expertise by attendance at information security update sessions, completion of assigned security software/hardware training and on-the-job training
- Develops and maintains effective working relationships with supervisors, peers, support staff and user community
- Performs other duties as assigned
Experience: Minimum Requirements:
- Bachelor's degree or equivalent experience as noted below
- 5 to 7 plus years of direct work related experience
- Coursework in computer and/or professional certification in related technology
- Demonstrates independent thinking and decision-making abilities
- Demonstrates strong written and oral communication abilities
- Possesses and applies both specific and broad knowledge of principles, practices, and procedures of the field of specialization to the completion of assignments
- Working knowledge of these application languages/Development Frameworks; J2EE, Java, Websphere, XML, HTML/XHTML
- Working knowledge of these operating systems; Unix, Linux, XP
- Working knowledge of these database languages; MS SQL/SQL2000, Oracle
