Manages employees and multi-functional teams including mid-level managers who develop and deploy policies, processes and tools that enable the preparation of proposals, agreements and completed cost resource estimates and pricing. Interfaces with Government policy experts, Government Agencies and Industry Associations. Monitor and manage Boeing response to regulatory and legislative policy initiatives. Manages the policy and procedural issues that relate to the business unit interface (BCA, IDS, etc) through the Contract Acquisition Policy Team. Develop, monitor, and manage systems and tools to insure regulatory and statutory compliance such as: Non-Sales Agreement (NSA) Database; Truth in Negotiation Act (TINA) Bulletin Board; Estimating System; and the Clause Assessment Guide (CLAG) which sets the customary business framework when doing business with the federal government. Leads teams in the development of process improvements. Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports. Provides oversight and approval of technical approaches, products and processes. Manages, develops and motivates employees and mid-level managers. Major Tasks: Establishes partnerships and relationships with internal and external customers, stakeholders, peers, and direct reports. Builds strategic partnerships with external agencies and organizations to advance Boeing's position on key issues. Guides the development and implementation of policies, procedures and tools which will contribute to a culture of compliance. Monitors compliance with company policies and procedures to identify systemic issues that need to be addressed. Creates a culture of continuous improvement by communicating/deploying enterprise best practices and employee engagement to improve cost, quality, delivery, employee job satisfaction and customer satisfaction. Leads organizational initiatives to evaluate and improve programs, products and processes. Ensures organization-wide implementation of process improvement methodologies (e.g., LEAN, Capability Maturity Models). Works with other senior leaders to streamline processes across organizational and functional boundaries. Applies expertise in budget management principles and practices to ensure realistic budgets are set and attained for multiple projects across the organization.
